The Payroll Manager is responsible for overseeing and managing the entire payroll process within the organization US and Canadian entities. This role ensures the accurate and timely processing of employee wages, benefits, deductions, tax filings, and compliance with applicable laws and regulations. The Payroll Manager works closely with HR, Finance, and other departments to ensure smooth and efficient payroll operations, as well as providing leadership and guidance to the payroll team.

Key Responsibilities:

  • Payroll Administration:
    • Manage the end-to-end payroll process for all employees, ensuring accurate and timely payments.
    • Ensure accurate deductions (taxes, benefits, retirement plans, garnishments, etc.) are applied.
    • Oversee vacation accruals for all company codes by reconciling with different reports and modules within ADP
    • Review and verify payroll journal entries, accruals, and adjustments, ensuring proper approvals.
    • ADP master administration
  • Unions and Certified Payroll
    • Manage payroll processing for unionized employees and ensure compliance with applicable laws and regulations.
    • Review union wage scales, overtime, shift differentials, and benefits as specified in union contracts, ensuring they are accurately applied to each paycheck.
    • Support team during Union audits
    • Review monthly reconciliation of deductions for union dues, health benefits, pension plans, and other union-related contributions.
    • Ensure certified payroll reports for government contractors and prevailing wage jobs are submitted in a timely manner with minimal errors.
  • Benefits:
    • Work with Benefits team and validate all carrier invoices are properly processed in a timely manner
    • Coordinate 401K fundings on a weekly basis
    • Support benefits team with yearly 401K audits
  • Compliance & Taxation:
    • Ensure compliance with federal, state, and local tax laws and labor regulations.
    • Work with ADP to ensure payroll-related tax filings are submitted timely and any issues are resolved timely.
    • Communicate with State Department of Labor and taxation departments as needed
    • Be a point of contact for the IRS and Revenu Quebec
    • Manage year-end payroll processes (T4, RL-1, W-2 forms, 1099s, etc.) and work with external auditors as needed.
  • Team Management:
    • Lead, mentor, and develop a team of payroll specialists.
    • Provide training to team members on payroll systems, processes, and compliance.
    • Manage the onboarding and oversees the payroll harmonization of new acquisitions.
    • Review team performance and manage workload distribution to meet deadlines.
  • Payroll Systems & Reporting:
    • Oversee payroll system maintenance, ensuring accurate data entry, system updates, and troubleshooting issues.
    • Prepare and analyze payroll reports for management, HR, and Finance departments.
    • Conduct audits to ensure data accuracy and resolve discrepancies.
    • Develop strategies with ADP WFN for easing the transition and make improvements to existing processes.
  • Employee Support:
    • Address and resolve employee payroll inquiries and discrepancies in a timely and professional manner.
    • Collaborate with the HR to seamlessly integrate payroll and employee data.
    • Work with HR to manage employee benefits and deductions, including health insurance, retirement plans, and leave balances.
  • Process Improvement:
    • Continuously evaluate payroll processes and recommend improvements for efficiency and accuracy.
    • Stay current with payroll best practices, technology, and industry trends.
  • Confidentiality & Security:
    • Maintain strict confidentiality of payroll information and ensure the security of payroll data.


Profil

Qualifications:

  • Education:
    • Bachelor’s degree in Accounting, Finance, Business Administration, or related field (or equivalent work experience).
  • Experience:
    • 8+ years of payroll processing experience, with at least 2 years in a supervisory or managerial role.
    • In-depth knowledge of payroll systems and related software (e.g., ADP, Workday, etc.).
    • Experience with payroll tax laws and compliance, including federal, state, and local tax regulations.
  • Skills:
    • Strong attention to detail and organizational skills.
    • Excellent communication and interpersonal skills.
    • Problem-solving and analytical skills.
    • Ability to work under pressure and meet tight deadlines.
    • Knowledge of HR systems and timekeeping systems is a plus.
    • Knowledge of US and Canadian payroll and local tax laws and labor regulations.
  • Certifications (Optional but Preferred):
    • Certified Payroll Professional (CPP) or similar payroll certification.

Working Conditions:

  • Full-time, with hybrid working arrangements depending on company policy and location.
  • Regular working hours, with potential for overtime during peak payroll periods (e.g., end of the month or fiscal year).
